They have a lot to learn about life in general, they have a lot of changes going on in their lives, a career to choose and develop, the need to adapt to a life most possibly in a hostile environment. The need to find somewhere to live, if not to stay living at home with their parents.  British government pecking order does not cater for young ones just starting out in life needing to find somewhere decent to live, a base to work from. How on earth are they expected to work hard on a minimum wage with nowhere to live? All young ones in this age bracket need true ongoing guidance not harsh government punishment and condemnation that breaks lives. Same as with the four legged variety. To play political, legal and financial games with other people’s lives is a Criminal Act. To mess with horses lives same..
